    Define Action Owners

    Action owners should be assigned to each of the activities that are set up for each EBSM Schedule. Without the assignation of owners, libraries face the risk (and likely outcome) of the EBSM Toolset not being used.

    Since the methodology relies heavily on following the Schedules, all slippage of steps in Schedules will have the cumulative effect of delivering performance improvements that fall significantly short of the targets being sought.
